Each year around May, draft production for the following year of educational broadcast programs begins. As for composition protocol for educational broadcasting programs, while taking into account the Nationwide Educational Broadcast Use Survey (NHK Broadcasting Culture Research Institute), requests submitted on the website. School Broadcasting Utilization Surveys taken at schools participating in the NHK Educational Broadcasting Study, and reports and views announced by the National Association for Educational Broadcasting, directions for the upcoming year’s programs are explored, and opinions are exchanged at Educational Broadcast Project Review Block Meetings.  Furthermore, based on such opinions and intentions tangible educational broadcasting program plans are drafted and deliberated at the Educational Broadcast Project Review General Conference.  Next, individual series program drafts are sorted by academic subjects and submitted to the Educational Broadcast Program Commission for review, upon which base they are produced.
*1 Educational Broadcast Project Review Block Meeting
In blocks located in eight regions (Hokkaido, Tohoku, Kanto-Koshinetsu, Chubu, Kinki, Chugoku, Shikoku and Kyushu) of the nation, schools are consulted for opinions on the direction the following year’s educational broadcasts should take. (Annually: June - July)

*2 Educational Broadcast Project Review General Meeting
Opinions gathered from within individual blocks are summarized into tangible program drafts, and generalized objectives and prospects are deliberated.  Committee members are those respected for their learning and experience, teachers or persons involved in educational administration. (Annually: December)

*3 Educational Broadcast Program Committee
For each series, classified by each subject, persons respected for their learning and experience, educators and persons involved in educational administration are appointed. (Meetings are generally held four times a year.)
