Charter of the JAPAN PRIZE
International Contest for Educational Media |
CHAPTER I
GENERAL PROVISIONS |
| (Objectives) |
| Article 1. |
The JAPAN PRIZE International Contest for Educational Media (hereinafter referred to as the "Contest") is organized so as to encourage higher standards in audiovisual content for education, with the objective of aiding the development of educational broadcasting around the world, and of contributing to international understanding and cooperation. |

| (Venue and Dates) |
| Article 2. |
The Contest shall take place each year in Tokyo, in principal in the month of October. |
|
 |
| (Contest Divisions and Eligible Materials) |
| Article 3. |
| 3-1. |
The Contest shall consist of the following Divisions for works meeting the following requirements: |

| 3-2. |
Audiovisual Division
This Division is for audiovisual content produced with the intent of improving educational effects. The said Division shall consist of the following six categories: |

| (1) |
Pre-school Category (up to about age six); |
| (2) |
Primary Category (around age six to twelve); |
| (3) |
Youth Category (around age twelve to seventeen); |
| (4) |
Continuing Education Category (age 18 and over); |
| (5) |
Welfare Education Category (all ages); |
| (6) |
Innovative Media Category (all ages). |

| 3-3. |
TV Proposal Division
This Division is for educational TV programs produced in countries and regions which must cope with budgetary limitations, limitations in equipment, and other such constraints. |

| (Invitations for Entries) |
| Article 4. |
The organizers shall undertake to invite entries prior to the Contest via the NHK website and other such means. |
|
 |
| (Use of Prize-winning Entries) |
| Article 5. |
Prize-winning entries in this Contest may be featured in NHK broadcasts and be included in the JAPAN PRIZE Library Centers around the world for non-commercial use by broadcasters and other organizations. |

 |
CHAPTER II PRIZES |
| Article 6. |
| 6-1. |
The Contest shall bestow the following prizes, which shall include the prize money and items indicated: |

| 6-2. |
The Grand Prix Japan Prize
This prize shall be bestowed on the most outstanding work amongst all of the Audiovisual entries, which, in the view of the judges, excels in its ability to educate, in its pertinence to the requirements of the times, and in its contribution to educational broadcasting. The said prize shall consist of an award, a certificate, and U.S. $5,000 prize money. |

| 6-3. |
Prizes for the Best Work in Each Category of the Audiovisual Division
The following prizes shall be awarded for the most outstanding work in each category of the Audiovisual Division. Each prize shall consist of an award, a certificate, and U.S. $2,000 prize money. |

The Best Work in Pre-school Category
(The Minister of Internal Affairs and Communications Prize); |
| (2) |
The Best Work in Primary Category
(The Minister of Education, Culture, Sports, Science and Technology Prize); |
| (3) |
The Best Work in Youth Category
(The Minister of Foreign Affairs Prize); |
| (4) |
The Best Work in Continuing Education Category
(The Governor of Tokyo Prize); |
| (5) |
The Best Work in Welfare Education Category
(The President of NHK Prize). |
| (6) |
The Best Work in Innovative Media Category
(The Minister of Economy, Trade and Industry Prize). |

| 6-4. |
Special Prizes in the Audiovisual Division
The following prizes shall be awarded to works in the Audiovisual Division. Each prize shall consist of an award, a certificate, and U.S. $2,000 prize money. |

The Maeda Prize
(for an excellent television program with the potential to sustainably contribute to the development of education in the country/region in a manner that reflects the founding spirit of the JAPAN PRIZE); |
| (2) |
The Japan Foundation President’s Prize
(for an excellent work that encourages mutual understanding among nations and races or contributes to cultural exchange); |
| (3) |
The UNICEF Prize
(for an excellent work that promotes understanding of children in difficult situations). |

| 6-5. |
Prize for Best Proposal in the TV Proposal Division
The Hoso Bunka Foundation Prize, which shall consist of an award, a certificate, and U.S. $8,000 prize money, shall be awarded to an outstanding proposal for a TV program that is useful in education. |

| 6-6. |
Special Prize in the TV Proposal Division
The National Federation of UNESCO Associations in Japan Prize, which shall consist of an award, a certificate, and U.S. $3,000 prize money, shall be awarded to an entry which excels at fostering literacy and education in a country/region's language, and which contributes to the spread of basic education. |

CHAPTER III JUDGING |
| (Judging of Entries) |
| Article 7. |
| 7-1. |
Prior to the Contest, the entries in each Division shall be subject to preliminary judging in order to select the works that shall be judged during the ensuing Contest. |

| 7-2. |
During the Contest, the jurors shall select from amongst the entries that have passed the preliminary judging those which are deemed worthy of prizes. |
 |
| 7-3. |
The jurors shall conduct their deliberations in the English language. |
|
|
 |
| (Judging Criteria) |
| Article 8. |
| 8-1. |
The JAPAN PRIZE shall draw up Judging Criteria which shall serve as the basis for assessing whether the educational intention of an entry was to contribute to the development of the individual. |

| 8-2. |
The preliminary selection and the final selection during the Contest shall be conducted in a fair and impartial manner in accordance with the Judging Criteria. |
 |
| 8-3. |
The Judging Criteria shall be published on the NHK website when the Invitations for Entries are made. |
|
 |
| (Selection of Jurors) |
 |
 |
| Article 9. |
| 9-1. |
NHK shall select jurors for the preliminary judging and the final selection during the Contest from amongst relevant content producers, researchers, and other such experts. |

| 9-2. |
Jurors for the preliminary selection shall also be permitted to take part in the Contest judging. |
|
 |
| (Announcement of the Results) |
| Article 10. |
| 10-1. |
The results of the Contest shall be announced at the Awards Ceremony. |
 |
| 10-2. |
Prize-winners shall be speedily notified of the announced results, and the said results shall be posted on the NHK website. |
|
|
 |
CHAPTER IV MISCELLANEOUS PROVISIONS |
| (Entry Conditions) |
| Article 11. |
Entrants must secure all necessary authorizations from any rightsholders before entries are made. |
|
 |
| (Administration) |
| Article 12. |
A secretariat shall be established at the NHK General Broadcasting Administration for administering the Contest and for managing these Provisions. |
