Rebuilding a Tsunami-hit Community

Almost wiped out by the March 11 earthquake, the city of Kamaishi is getting ready to rebuild under a new urban redevelopment plan. Once home to a flourishing steel industry, Kamaishi had already shrunk to half its former size as the steel industry slumped. After the earthquake, reconstruction planning stalled. People began to lose hope and an exodus began. Now a special team of residents and academics appointed by the mayor is planning a new future for the town that aims to satisfy both residential concerns and the need for industrial development. With the help of architect Toyo Ito, remaining residents are beginning to see the opportunity for a rebirth of their city.
